| “Softer” power: Qatar and the UAE Moving way from the more confrontational aspects of international politics, there is a “softer” side of soft power that illustrates the diversity of this currency of international politics, yet also highlights important commonalities. As discussed earlier, structural changes, including the decline of major actors, have shifted the political topography of the Middle East. At the same time, major changes in communication, transportation, and trade, as part of the process of globalization, have provided an environment for small states to have a greater impact on Middle East politics and society than in the past. New players have arisen with different types of soft power, reflecting a changing political landscape in the Middle East. Two examples of this phenomenon, Qatar and the UAE, will be discussed below. |
